In 1991, he took over the department of school, apprenticeship and sport. From 1996 to the end of 1999, he was a senator for building, housing and traffic.
From 1973 to 1979, Jürgen Klemann worked as an administration jurist for the German Federal Employment Agency, becoming thereafter deputy director of the employment office II in Berlin (West).
